Arco da Bandeira, Lisbon, a Watercolor in the Baixa

This is a watercolor I made of the Arco da Bandeira, in Lisbon. We were there a few days ago for a concert, yes, pretty much every big concert happens there.
So we took the chance to grab a few days off. We got to enjoy the city in a way we don’t always manage, with more time, and got to know a few places we hadn’t been to yet. Lisbon is beautiful, hectic, messy, bohemian and nervous, but it’s always good to go back.
Back to the watercolor, we were sitting at a café, resting from all the ups and downs of the Baixa streets. We were enjoying the café’s sun umbrella, set up right next to the Arch. We could watch people coming and going, the tuk-tuks and taxis.
As I opened my sketchbook to draw a bit of the scene, one thing caught my eye especially: a traffic sign. It said something was forbidden, but right below it came a huge list of exceptions. So why was it forbidden, then?
